Seems that the results are not online right now. Check the method: On exam results page, click "Download Quartiles" and replace the "a1a1" ID in the url. In my case: Exam Date and GARP ID are correct, but no quartiles are shown.

Check this website https://www.garp.org/#!/frm/our-passed-frms/frm1/2018-11-17 I think the list shows the passed candidates, although the official results are not published
